About

John Kenagy, PhD JD, is the founder and principal of the Law Firm of John Kenagy, PLLC.  He is admitted to the State Bars of Oregon and Washington. His practice focuses on healthcare compliance and technology law, building on his nearly forty-year career as a healthcare executive.  He is certified in Healthcare Compliance from the Compliance Certification Board.  In addition to his practice, he teaches Corporate Compliance and Healthcare Law at Lewis & Clark Law School.

Previously, Dr. Kenagy served from 2012 to 2025 as Senior Vice President and Chief Information and Administrative Officer at Legacy Health.  Dr. Kenagy was responsible for corporate compliance, informatics, information technology, and environment of care for the large health system.  He has served as a health care chief information officer for over twenty-five years, working in a variety of systems, including federal (Department of Veterans Affairs), academic (Oregon Health & Science University), faith-based (Providence Health & Services), and community (Legacy Health) organizations.  

Dr. Kenagy has served as adjunct faculty for over two decades, offering classes in health information technology (University of Southern California and Oregon Health & Science University), information technology (Capella University), and project management (University of Oregon). In 2022, Dr. Kenagy was appointed as Visiting Professor of Practice at Lewis & Clark Law School.

Dr. Kenagy received his Juris Doctor degree from Lewis & Clark Northwestern Law School in January 2021, graduating magna sum laude and awarded a certificate in Business Law.  During his part-time legal education, he served as an article editor of the high-ranking Lewis & Clark Law Review. In 2007, he was awarded the Doctor of Philosophy degree from Capella University’s School of Business and Technology, with doctoral research focused on the success of healthcare information technology implementation. He earned his Bachelor of Science degree in electrical engineering at Stanford University and a Master of Health Administration degree at the University of Southern California. 

His legal research has focused on electronic health record regulation and published two articles in the American Bar Association’s Health Lawyer: “The Evolution of EHR Regulation” and “Regulating EHRs Through ‘Nuclear Threat’ and Other Enforcement Options.”
